Does dividing the budget by enrollment give you a "cost" per student? Consider this: If North Shore were to get a grant for $1,000,000 to add a new program at our schools, our budget would go up by $1,000,000 at no cost to taxpayers and presumably at a benefit to our students. Assume no neighboring districts won this grant. Now, people can say our "cost per student" increased by $395 over surrounding districts. Should we turn down grants and opportunities to make our budget look better?
